**EXPERIENCE AND EDUCATION:
**Essential Qualifications/Experience: - A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience

  • 2+ years' experience in managing services and projects
  • Experience in developing contracting vehicles to support dynamic sourcing or learning delivery
  • Experience developing Statements of Work, Requests for Quote, and Requests for Proposals
  • Experience with monitoring contractor performance and quality control processes
  • Experience gathering and documenting requirements in a multinational environment
  • Experience with managing contractor and vendor relationships
  • Selfstarter, customer focused with the ability to work independently

Desirable Qualifications/Experience:


  • Experience with working in military / technical environments, particularly in the field of C4ISR and Cyber learning
  • Experience with Oracle Enterprise Business Applications (EBA).
  • Experience with AGILE ways of working
  • Experience with SCRUM
  • Experience managing vendor and supplier chains
  • Prior experience of working in an international environment comprising both military and civilian elements
  • Knowledge of NATO responsibilities and organization, including ACO and ACT

DUTIES/ROLE:


  • Orchestrates the preparation and submission of Statements of Work (SOW) and Requests for Quotes and associated documents, and contributes to source selection according to the defined procurement strategy, and follow on contractor onboarding and support
  • Takes responsibility for understanding and documenting NCI Academy requirements and needs, collecting data, delivering analysis, providing reports, and problem resolution
  • Ensures that realistic learning support sourcing plans and timelines are established and maintained with ACQ and that there is regular and accurate communication to internal and external entities involved in the process
  • Takes part in setting the quality and performance criteria and ensures quality reviews occur on schedule and according to defined processes and procedure
  • Ensures that project and/or contract deliverables are completed within agreed cost, schedule, scope, and quality, including management of any change requests using appropriate processes
  • Provides support to the Vendor Services Manager and takes appropriate action where work processes and timelines deviates from agreed levels
  • Put in place the right resource management and ITIL principles, tools, processes, and resources (including funds) for the successful delivery and reporting of service delivery contracts across the NCI Academy
  • Monitoring and execution of identified budgets, making sure the budget is used effectively and efficiently and that the creation of Purchase Requisitions through to the receipting and control of the time accounting for resources supporting delivery of the service are processed within agency quality standards and timelines
  • Coordination with enabling and/or supporting Organisational Units and services for the allocation of capacity needed to deliver of the service including instructors both internal and external to the NCI Academy and commercial training providers
  • Track service metrics, under the guidance of NCI Academy Portfolio Management Branch, in order to maintain the agreed value to customer
  • Negotiate contracts, terms, and conditions with suppliers to secure favourable pricing, quality, and delivery terms
  • Build and maintain strong relationships with learning design, development and delivery suppliers to ensure consistent and reliable supply of services
  • Monitor supplier performance and conduct regular reviews to identify opportunities for improvement and risk mitigation
  • Deputize for highergrade staff, if required
  • Performs other duties as may be required
