The aim of NATO BMD is to provide full coverage and protection for all NATO European populations, territory and forces against the increasing threats posed by the proliferation of ballistic missiles (BMs).


The aim of Theatre Ballistic Missile Defence (TBMD), as a subset of BMD, is the protection of deployed forces and high value assets and areas within the theatre of operations from attacks by BMs.


The theatre of operations for TBMD may be inside or outside NATO territory as determined by the Council and when the theatre of operations is inside NATO territory, TBMD and BMD are complementary.


In the evolving BMD domain within NATO, there are multiple job roles, distributed across 10 locations that require (system) training for both user and technical personnel in order to successfully fulfil their mission.


The BMD architecture describes the processes, procedures and responsibilities with regard to the preparation, approval, assessment, implementation and review of Joint Operations.


It covers the full sequencing of an operation, across the chain of command, from campaign initiation, planning, and execution to the handover, at completion of the campaign, when the political end state is achieved.

The BMD architecture articulates on a high-level which activities are performed by which job roles.

Preparing individuals for their role is directly linked to the various tranches in which the BMD programme is delivered.

A BMD tranche is delivered every two years, starting in 2021 until 2029.

Each tranche contains a set of BMD capabilities.

Each capability requires specific training to prepare personnel for the associated job-roles.


Main topics for training pertain to the system/software that supports TBMD activities and associated workflows covering planning, tasking and situational awareness, such as ACCS, AirC2IS, NCOP, and TOPFAS.

These systems will be used along with other existing systems such as JCHAT, LOGFAS, ICC and NIRIS.

Although all of the systems used in the BMD architecture are already covered by training offered by the NCI Academy, these trainings are not sufficiently geared towards the specific BMD operational activities and requirements and there is currently only a limited number of user training courses in the AirC2 domain.


The main aim of this project is to design a training curriculum that will cover all BMD related processes from a 'system of system' perspective to fill any BMD training deficiencies.


SCOPE OF WORK
Activities


The BMD Training Curriculum Developer will support the design of a training curriculum for all BMD-related roles, as specified in the five tranches up to 2029.

Subsequently, he/she will support the development of the various courses.

The expert contractor will carry out the specific tasks, per table 2-1 below:
Process Based Course Development for delivered BMC3I Systems TR 21/ 23

Finalize BMD Planner Course

  • Support the execution of the first pilot iteration
  • Produce evaluation report of the pilot iteration
  • Based on Pilot outcomes and user feedbacks, adjust content and methodology where required
  • Make BMD planner course available in the NCI Academy course catalogue
  • Brief at various BMD events (such BMD OUG, User sites e.g.)
Re-assess requirement BMD Watch Officer/Current Ops course development

  • Reengage with relevant stakeholder with the intent to get alignment about the requirement for this course
  • Support a Go/No go decision for course development
Process Based Course Development for delivered BMC3I Systems TR 25

Course development related to TR25 capabilities

  • Develop Individual Training Views/Logical Training viewpoints (ITV/LTV) for TR25 to inform the scope of subsequent Training Needs Analysis
  • Conduct Training Needs Analysis (TNA) following the ITV to identify training needs that are related to TR25 capabilities, resulting in Course Control Document I and II where required.
  • Conduct course design and development for TR25 related capabilities, resulting in associated Course Control Document III and the draft training materials.
  • Coordinate relevant activities with implementing projects, users and other stakeholders.
Identify scope and need for a course for the 'Technician role'

  • Conduct audience analysis + Training Needs Analysis
