Who we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.


Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.


In order to provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance engaged workforce.

The NCI Agency workforce strategically consists of three major categorises:
NATO International Civilians (NIC)s, Military (Mil) and Interim Workforce Consultants (IWC)s.

The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.


Role Duties and Responsibilities

  • Develop and implement an integrated agencywide learning plan that is fully aligned with the agency mission objectives, strategic goals, and workforce development needs;
  • Coordinate and centralize ongoing stakeholders' information and followups from all entry points to ensure continuous response to business needs;
  • Lead the outsourcing of all learning and professional development services to the NCI Agency staff;
  • Develop the organization's educational process and manage and implement the Agency's transformation and change efforts through learning opportunities plus provision of capacity for knowledge transfer, retention and lessons learned therein;
  • Support the professionalization of the Agency's workforce by providing expertise to the Functional Areas and Profession Heads in the establishment and upkeep of their professions' training plans, with regards to training needs analysis (TNA) and the development of learning paths to support professional skills and competencies development;
  • Maintain accurate training records and provide regular reports on training initiatives to the leadership team.
  • Ensure compliance with all relevant regulations and standards related to training and professional development.
  • Contribute to the creation and improvement of operating processes and best practices;
  • Representing the NCI Agency Corporate Academy in meetings and learning working groups, including Professionalization, discussing issues related to staff learning;
  • Stay abreast with and participate in the development of current and future plans and projects related to continuous organizational learning;
  • In coordination with the NCI Academy CI and Quality Branch ensure the continuous analysis and assessment of the smart sourced providers immediately post the learning and at various stages afterwards to ensure relevance and impact;
  • Provide briefings and presentations; write and/or review papers and articles; present, report and evaluate findings based on training data as required;
  • Ensure continuous improvement and maintain state of the art competencies Agency staff, recommending required training and team's skills improvements;
  • Deputize for higher graded staff, if required;
  • Perform other duties as may be required.

Essential Skills and Experience

  • Broad experience in the planning and execution of effective learning/training and professional development activities for a large organization;
  • Proven experience leading complex projects from start to finish;
  • Proven experience in the establishment and upkeep of professions' training plans, with regards to the development of learning paths to support professional skills and competencies development
