Skills, knowledge, experience required:
- A Master Degree in Education, Systems Engineering, Instructional Systems Design, or related discipline at a nationally recognised/certified University with 5 years of postrelated experience;
- OR a Bachelor of Education, Distance Education, Instructional Systems Design at a nationally recognised/certified University with 8 years of postrelated experience;
- Extensive professional experience in managing, developing, delivering or evaluating training requirements or training programmes;
- Demonstrable competence in technical instruction techniques and the development of training requirements, including Training Requirements Analysis (TRA) and Performance Objectives (POs);
- Ability to attain an English SLP level of 3333 IAW NATO STANAG 6001.
Desirable:
- Experience in:
- Global Programming within a NATO Education and Training Environment;
- NATO Quality Assurance (QA);
- NATO Systems Approach to Training (SAT) methodologies;
- Experience with the NATO Global Programming and NATO Education, Training Exercises and Evaluation (ETEE);
- Prior experience of working in an international environment comprising both military and civilian elements;
- Conceptual and practical knowledge of military CIS, combined with experience in training in a military environment;
- Solid working knowledge of word processing, graphic presentations, databases, spreadsheets and MS SharePoint;
- Knowledge of other languages in order to support interactions with customers and students from NATO and nonNATO nations.
Duties/role:
- Supporting the identification, collection and management of the specific NATO E&T requirements associated with the C3 Discipline;
- Coordinating the identification, development and maintenance of C3 Training Requirements within the C3 Training Requirements Analysis (TRA);
- Conducting Gap Analysis and Root Cause Analysis to determine if developing an education and training solution is the most appropriate performance intervention to increase on job performance;
- Leading Requirements definition and validation working groups to ensure alignment across the C3 Discipline;
- Leading the identification of the individual and collective NATO E&T requirements for the discipline, by compiling, defining and prioritizing these requirements within the range of the available politicalmilitary guidance;
- Developing and updating the Training Requirements Analysis (TRA) report for review and approval of the Requirements Authority (RA);
- Assisting, at the request of C3 Coherence officer with the assessment of proposed E&T solutions;
- Deconflicting E&T requirements with other RAs where overlap or requirements influence each other;
- Reviewing NATO E&T requirements proactively, based on Lessons Identified, operational experience and the analysis of emerging threats;
- Supporting the conduct of the Annual Discipline Conference (ADC), under DCOS JFD guidance, with participation from the Community of Interest;
- Participating in programming boards, conferences (e.g., Training Synchronization Conference) and working groups in support of NATO Global Programming;
- Reviewing analysis, reports, and recommendations produced by the C3 Coherence Officer that influence continuous improvement activities and establishing work priorities for internal and external evaluation.
