Whom we are supporting


The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners.

The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and

Control Systems:
The NCIA develops and maintains the systems that NATO's military commanders use to plan and execute operations.

  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
Overall, the NCIA is critical in ensuring the security and effectiveness of NATO's communication and information technology capabilities.


The program

Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider.

It provides, maintains, and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV and, when required, stand together in the face of attack under Article V.


To provide these critical services in the modern, evolving, dynamic environment, the NCI Agency must build and maintain a high-performance-engaged workforce.

The NCI Agency workforce strategically consists of three major categories:
NATO International Civilians (NIC)s, Military (Mil), and Interim Workforce Consultants (IWC)s.

The IWCs are a critical part of the overall NCI Agency workforce and comprise approximately 15 percent of the workforce.


Duties and Role:


  • Manage, plan and administer learning services at the NCI Agency, in particulate the administration and coordination of group training events;
  • Manage all learning subscriptions including the administration of accounts, provision of information to stakeholders, updating of data and provision of statistical information;
  • Analyse and translate training needs and requirements into learning opportunities;
  • Liaise with external training suppliers, experts and key stakeholders;
  • Liaise with internal NCI Agency SMEs, learning officers and key stakeholders;
  • Maintain data and ensure accuracy of training records and information on learning opportunities at the Agency;
  • Monitor the execution of training and travel budget for training;
  • Support the development of requirements for the new Learning Management System;
  • Support design and development of learning activities such as internal training or team building.

Requirements:


Skill, Knowledge & Experience:


  • Higher vocational training in a relevant discipline with 3 years postrelated experience. Or a secondary educational qualification with 5 years postrelated experience;
  • Experience in managing learning/training and professional development activities
  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate);
  • Demonstrated skills in Microsoft Office suite, including Excel, Word, PowerPoint, SharePoint;
  • Practical skills in setting up and maintaining databases.
  • Ability to exercise judgment of priorities, organizing multiple tasks with high priorities and working with mínimal direction;
  • Advanced organizational skills and attention to detail;
  • Ability to take initiative and a flexible approach allowing the incumbent to respond reliably and competently to changing requirements in a demanding environment;
  • Excellent communication skills, with the ability to interact with all levels of the Agency and customer organizations.

Desirable:


  • Experience designing and developing training courses and material;
  • Instructing experience;
  • Experience working with Learning Management Systems;
  • Experience with elearning platforms;
  • Knowledge of and working experience with the ACT Global Programming Approach for Education and Individual Training;
  • Experience in financial management and or reporting systems;
  • Experience in data management and analysis;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT
